Project title EFIGE - Cross-border assembly. Confluence of heritage on the Danube

General objective Valorisation and interdisciplinary promotion of the cultural and anthropic potential of the area defined by the cross-border area of the Lower Danube Euroregion Izmail (Ukraine) - Tulcea (Romania) - Galați (Romania) in order to improve the attractiveness of the area until 2023.

 

Specific objective 1

Stimulating the balanced development of the Galati-Tulcea-Ismail cross-border area as an integral part of the cultural heritage of the population in the Lower Danube Euroregion and of the ethnic minorities in the border localities

 

Specific objective 2

Conservation and sustainable management of the cultural, ethnographic, gastronomic, viticultural and environmental heritage by creating a cross-border collection of traditions.

 

Specific objective 3

Development and strengthening of the institutional capacity of CJ TL (RO), as LB, and of the Municipal Council Izmail (UA), as B1, to contribute to the improvement of the cross-border cultural life and, of course, to the consolidation of human relations through joint implementation of the project.

 

Project description

The EFIGE idea is an innovative approach to the partnership for the joint operational programs Romania-Ukraine 2014-2020, highlighted along the priority 2.1 Promoting the local culture and preserving the historical heritage.

The two eligible areas of the Program and also of the project, have communities in terms of cultural heritage due to historical evolution and have a long-standing tradition in multi-ethnic coexistence and multiculturalism. Despite the fact that there is a high concentration of natural and historical sites and protected natural areas, the eligible area has registered a low level of investment in tourist and cultural facilities. The cultural infrastructure is developed, but poorly supported financially. Includes museums, libraries, theaters and other cultural institutions. EFIGE aims to facilitate investments in the historical heritage and local culture through joint actions and to improve the tourism potential of the cross-border area, including the Galati transit border.

EFIGE aims to capitalize on the interdisciplinary cross-border potential (ethnographic, architectural, gastronomic and viticultural) in terms of cultural and historical heritage, as geography, history and living together on the Danube Gates have shown over 20 years of cooperation that this area has modeled his own individuality, having his own unit of values and identity . We are already talking about a homogeneous and coherent geographical, economic and socio-cultural area.

In the preparatory phase, the project partnership conducted a careful study of the structure of the cross-border community, which highlights the homogeneity of the population along the Danube. There are Russians - Lipovans, Greeks, Hungarians, Turks, Italians, Germans, Jews, Ukrainians, Armenians, Macedonians, Tatars, Roma, etc. Their natural coexistence on the Danube Gates is a great opportunity to realize this integrated project of valorisation and interdisciplinary promotion of the cultural potential that will increase the attractiveness of the area through the proposed investments and actions and will introduce new elements in this regard:

2 centers for collecting cross-border traditions (Izmail and Tulcea),

1 collection of cross-border traditions and

1 cross-border collection film.

 

The general objective of the project will be supported by 3 specific objectives that will lead to the conservation of the cultural and historical heritage in the project area and will ensure the sustainable support of the cultural identity of the project and of the gastronomic and traditional cultural dialogue.

 

The rehabilitation works initiated by the B1 Izmail Local Council (including the interior modernization and equipment) in the area of the local library Izmail Ivan Kotlearevski, as well as the new facilities (the exhibition pavilion arranged on Tulcea on the Danube bank on a pontoon (specialized equipment) made to order) increase the polarization capacity of all the elements of the intangible heritage of the project area.

As a result of these interventions, EFIGE creates the common spaces with major impact in the Izmail - Galați - Tulcea cross-border area (increasing the number of tourists in the area). The project proposes an integrated approach of all the elements of the tangible and intangible heritage: the gastronomy that will be combined with the resources offered by vineyards in each area (ViaViticola Sarica Niculitel, Tulcea county, Bujoru viticulture and viticulture research and development station, Tg. Bujor, Galati county, Romania, Colonist Aria Viticola Izmail, Odessa, Ukraine) with a rich tradition and customs. these ethnological-folkloric areas that will lead to regional development. Culture means the integrated use of all the resources offered by this area: built heritage, traditions, local communities (human resources) that preserve those traditions, culture and researchers. In this context, the project partnership will provide a bridge between institutions, people and cultural and historical heritage. As an added value of the project, the facilities created will link the area with other European regions ensuring global cohesion (social, economic and cultural levels). The new facilities created by EFIGE will facilitate multicultural dialogue at the Euroregional level and promote the European values of social inclusion. In the context of the European Year of Cultural Heritage (2018), the EFIGE project meets the European saying " Our heritage: where the past meets the future", because it combines traditions, cultural identity, heritage built with a future approach (rehabilitation, modernization and endowment Izmail Ivan Kotlearevski Local Library and the new facilities expressed by the pavilion of the exhibition lake arranged on Tulcea, on the Danube, on a pontoon (specialized equipment made to order) EFIGE proposes a series of activities, some of them innovative advertising, that will encourage cross-border cooperation between people and cultural institutions, museographers , ethnographers, artisans, librarians Each activity of the project was designed by the partnership to contribute to the public in the medium and long term and to the preservation of the values of the archaeological, traditional heritage, gastronomic and viticultural heritage of the cross-border area and keeping them for future generations again.

It aims to implement the project's activities to increase the accessibility of the general public to the valuable tourist areas. The partnership and stakeholders involved in developing the idea propose the introduction of Galaţi in the project based on a statistical study conducted by Flag Galati in partnership with the Territorial Service of Border Police Galați - Border Police. In the Galați area there is a specialized tourism (specialists, researchers, students, etc.), the city being an important university center ("Dunărea de Jos" University, the Faculty of Naval Architecture UDJ GL which holds the supremacy).

For the Izmail - Tulcea - Galați area, cities on both sides of the Danube, the history of local communities and ethnic minorities is particularly important in terms of their contribution to the development of the Lower Danube Euroregion over time. All partner cities within the EFIGE project are identified with the Danube area, a space of universal civilization. The creative side will unite all the components of the project and highlight them.

The implementation of the project will begin with the procurement procedures of services and works for the realization of the two centers for collecting the cross-border traditions (Izmail Local Council, B1- and Tulcea County Council, LB).

At the same time, the two FLAGs from Tulcea and Galati will start later by the ethnologist attracted to the project (subcontracting services) on a journey through the project territories to collect customs that are still kept in some villages in the project area. Closely related to certain religious holidays and ancestral rituals, these customs turn into real shows of music, dance, traditional port, local cuisine, artistic skill, creativity and play. All these will be collected (notes and tape recorder) and systemized to be edited in the Cross-Border Collection Album.

The album will be structured in 3 parts as follows: Part 1 - Ethnographic and architectural background of the project - will include descriptions and illustrations of traditional Izmail - Tulcea - Galați households, descriptions of traditional construction techniques, specific tools, furniture, interior fabrics ( carpets, left, wipers, bed sheets and countertops) and the popular port. We will describe the objectives of the area, the old mansions, the medieval monasteries, the churches, the archaeological sites, the museums, the heritage buildings etc.

Part 2 Traditional Gastronomic Managerial - the recipes will be transcribed in the households of the locals, and in this perimeter along the Izmail - Tulcea - Galați area a film will be made that will include the preparation of each recipe.

Part 3 The Heritage of the Vine will include: delimitation of the wine areas in the Izmail - Tulcea - Galați area, an experience dedicated to stories where the grapes are transformed into "liquid gold" and to stand in place with selected archaic dishes (described in part 2 from the traditional gastronomic heritage). The traditional and historical vineyards in the project area are: (ViaViticola Sarica Niculitel, Tulcea county, Viticulture and Viticulture Research and Development Station, Tg. Bujor, Galați County, Romania, Colonist Aria Viticola Izmail, Odessa, Ukraine).

  All partners will be involved at all levels as management, communication and implementation: the territory collects information for the creation of the Album of Traditions Collections, public events, STCs etc. and will deliver the best cross-border research products:

- 1 action to rehabilitate, modernize and equip the Ivan Kotlearevski Local Library in Izmail and establish a Cross-Border Traditions Collection Center (exhibition hall),

- 1 action to equip CJ Tulcea with a cork set up as the Center for the Collection of Cross-Border Traditions (exhibition pavilion and multimedia room), - 2 events (Fair of Traditions collections in Tulcea and Izmail),

- 1 international cultural event in Galați,

- 1 Collection of Cross-Border Traditions Album (in 3 languages: RO, EN, UA),

- 1 Cross-border collection film and

- 3 custom projects Cross-Frontier Border wine collections (250 bottles of local wine / local region: Galați, Tulcea, Izmail will be customized especially with the project logo and will be promoted by partners Other stakeholders of the project near the Album of Cross-Border Traditions Collections).
